The all-encompassing discussion touched on a series of problems facing researchers, and restricting their progress. These include legislative frameworks and legal support, funding, the difficulty of training scientists locally, the uncoordinated dissemination of information across the country, and inconsistent standards.

It was agreed that further work was needed to identify solutions to these issues, and so the delegates agreed to set up working groups to tackle these strategic problems. This will be done with assistance from Regional committees, and directed from Moscow.
