The meeting took place at the Institute of Engineering Technology and Natural Sciences, as part of a Debating Club project called 'A Conversation Among Equals'.

Mr Zhernovoy spoke about establishing Belgorod as a leading global IT hub, using the 'Belgorod Regional Information Technology Cluster' as a foundation. This 'Cluster' is comprised of local IT companies, backed by the IT Department of the Regional Government, as well as local Universities, and is designed to improve IT infrastructure throughout the region.

Mr Zhernovoy explained that the project was designed with three main aims. Namely, to establish a positive environment for the creation of regional IT companies, support for existing IT companies in expanding their operations, and an increase in taxable revenue for the region.

Mr Zhernovoy then took part in a lively discussion in which he fielded questions from the students.
